The general assembly is considered the highest authority in the federation’s administrative organizational structure and consists of UAE nationals who are members in the boards of directors of chambers.
The federation’s general assembly shall hold its ordinary meeting once a year at least and the meeting shall be held at the federation of chamber’s head office, any of the offices of branches or headquarters of chambers for discussing the topics on agenda.

Main Tasks:
  1. Discussing the federation’s annual progress of activity.
  2. Endorsing the annual budget and closing account of the ending year.
  3. Discussing any other topics on the federation’s annual agenda.
 
   
It is an organisational administrative structure which works for achieving the federation’s objectives and short, medium and long term plans. It also works for creating a kind of direct contact links with the member chambers and regional and international organisations in the issues which serve the progress of UAE economy in all activities.

Main Tasks:
  1. Stressing the importance of holding regular meetings every three months in their specified times.
  2. Being keen on holding elections in their specified times.
  3. Seeking to develop the federation’s administrative, technical and financial capabilities.
  4. Deepening dialogue with the federation’s general secretariat for working out the proper mechanism and formulas which guarantee reaching proper solutions for the issues that face the federation’s work.
  5. Studying the draft annual budget and closing account before submitting them to the general assembly.
 
   
(Executive Bureau)
It is an executive bureau formed by the board of directors and chaired by the chairman of the board of directors and includes the vice-chairman and three members of the board of directors in addition to the secretary general in his capacity as the bureau’s reporter.
The bureau shall be in charge of studying the urgent issues and matters related to the federation of chambers. The bureau shall also take the necessary decisions regarding such issues and matters provided that such decisions are referred to the next board meeting for endorsement.
Main Tasks:
  • Following up the federation’s ordinary and extraordinary activities.
  • Adopting decent ralisation, transparency and openness in terms of the urgent matters related to the federation.
 
   

They are represented in:

  • National Committee of the International Chamber of Commerce
  • Commercial Arbitration Committee
  • Joint Committee of Exhibition Centres
Main Tasks:
  1. Achieving a greater participation of the committees in the federation’s activities.
  2. Expressing the interests of the business sector in economic development plans.
  3. Adopting the proposals and recommendations of the permanent committees branching out of the board of directors.
  4. Encouraging dialogue and openness among businessmen through the committees.
  5. Co-ordinating the activities and positions with the branch committees of chambers.
  6. Supporting the business sectors in facing the effects of World Trade Organisation’s agreements.
Exports Development Committee
The committee’s activities and tasks focus on the following:
  1. Working for establishing an authority for encouraging national exports.
  2. Discussing the problems and issues referred to the committee by the competent authorities regarding the obstacles facing exporters and proposing the proper solutions for such problems as soon as possible.
  3. Studying export activity of all its aspects and making the necessary proposals.
  4. Fighting the phenomena which are harmful to the export activity of national establishments such as hoarding and imitated commodities, etc.
Commerce & Services Committee
The committee’s activities and tasks focus on the following:
  1. Expanding the horizons of markets for national exports through strengthening existing markets and looking for new markets.
  2. Studying the laws and regulations related to commercial matters and submitting any proposals deemed appropriate for updating and amending them, particularly in terms of commercial registration.
  3. Studying the various projects of services in the country and discussing their problems and solving them as well as submitting proposals regarding them.
National Committee of the International Chamber of Commerce
The committee’s activities and tasks focus on the following:
  1. Developing relations and trade and economic investment between the UAE and other countries.
  2. Participating in developing the international trade system and focussing on supporting the country’s policies in economic and international arenas.
  3. Participating in organising conference, seminars and discussion forums which might improve the performance of economic establishments and companies.
  4. Co-operating with international organisations through the International Chamber for facilitating trade traffic and trade and commodity exchange.
  5. Representing the country’s economic sectors at the International Chamber.
  6. Being keen on developing e-commerce and attempting for working out mechanisms which guarantee reducing fraud in electronic networks.
Commercial Arbitration Committee
The committee’s activities and tasks focus on the following:
  1. Co-ordinating with the legal administration with respect to the disputes which may arise among many parties in commercial matters.
  2. Continuing the giving of opinion and consultation regarding the habits and norms of the commercial issues that may be referred to the federation.
Joint Committee of Exhibition Centres
The committee’s activities and tasks focus on the following:
  1. Working out proper mechanisms in terms of the issue of co-ordination and co-operation among exhibition centres and studying the topics related to organising and holding exhibitions at GCC and international levels.
  2. Co-ordinating with the authorities in charge of organising the exhibitions held in the name of the UAE abroad.
  3. Intensifying co-operation between the Exhibition Organisation in the UAE and the agencies specialised in marketing with the aim of attracting exhibitors to take part in the exhibitions held in the UAE.
  4. Contributing to facilitating the issues of obtaining permissions related to organising exhibitions abroad.
  5. Working for developing the concept of exhibitions and adopting the idea of calling for holding orientation seminars and highlighting the importance of the exhibition industry.
The general secretariat is the administrative body of the federation and works for:
  1. Working out detailed plans and policies for guaranteeing the implementation of the plan.
  2. Following up the administrations’ implementation of the tasks assigned to them through the plans designed for them.
  3. Developing the federation’s administrative, financial and technical capabilities.
Main Tasks
  1. Completing the building of the institutional and administrative structure and working out the organisational structure.
  2. Adopting decentralisation, transparency, openness and creativity in the work of the federation’s administrations.
  3. Achieving the nationalisation of the federation’s various jobs.
  4. Increasing the federation’s revenues which will guarantee achieving and implementing the various aspects of the plan.
 
   
It is an administrative organisational structure which works for creating a kind of direct contact links between decision-makers and businesswomen as this might help enhance the means of understanding which support the work of UAE women in economic activities.
This is apart from consultation in terms of all the obstacles and difficulties which may face such work whether in administrative, legal or technical fields and the way of reaching solutions for them.
The council shall be directly linked to the board of directors with the aim of minimising the administrative routine adopted by all institutions.
Co-ordination shall be made for holding such direct meeting regularly and as necessitated by circumstances with the Federation of UAE Chambers of Commerce and Industry.
Main Tasks:
  • Boosting relations and co-operation with local, GCC, Arab and international women’s organisations and associations with the aim of benefiting from the exchange of expertise and information in a bid for developing the work of UAE women.
  • Strengthening the role of the private sector (particularly the role of UAE women) in each of the commercial and investment activities through providing information and appropriate facilities.
  • Contributing to crystallising a harmonious position of the UAE business community towards regional and international economic blocs.
  • Any other objectives that may lead to improving the skills of UAE women in economic life.
 
   
The centre’s director shall be in charge of the Research and Documentation Centre. The centre has been established for coping with the latest developments in the field of information systems management and documentation.
In view of the centre’s importance, it has been directly linked to the office of the federation’s secretary general. The centre shall be in charge of collecting, organising and providing updated and accurate information for the federation’s members, apart from the continuous co-operation and co-ordination between the centre and federation’s other administrations.
Main Tasks:
  1. Technical modernisation of the federation.
  2. Continuing the supervision of the federation’s publications in addition to documenting all the researches, studies and books which are concerned with economic and financial issues whether those prepared by the federation or other parties.
  3. Providing the information required by the high management so that such information be a sound basis for taking proper decisions.
  4. Completing the software of the information systems management so as to allow the federation use the latest techniques in handling information.
 
   
The administration shall be managed by the director of the Economic Administration who shall be assisted by an economic advisor.
The significance of the administration’s work lies in its being a basic, indispensable and inseparable axis in the work of the Federation of Chambers of Commerce and Industry based on the new proposed organisational structure as part of the federation’s future vision.
The administration’s work is also based on Articles (50-66) of Law No. (22) of 2000 which gives priority and sole authority in the conduction of general economic studies for the UAE in co-operation with the relevant departments, particularly those related to drawing up economic development plans and economic policies.
This is apart from being in charge of supervising the proposed studies of the policies related to the development of private sector and participating in trade exhibitions locally and abroad.
The administration is also responsible for determining the laws and regulations governing the process of commercial registration, licences and the organisational functions of such activities in addition to controlling the organisation of the required programmes and projects according to the basic economic sectors which distinguish the UAE economy.
Main Tasks:
  1. Preparing joint researches and studies individually or in co-operation with other departments and organisations in all fields, particularly those related to developing the systems of the federation and chambers and strengthening the role of the private sector.
  2. Participating in the co-ordination between economic policies and legislation issued in the UAE whether at emirate or country levels with the aim of working out the necessary proposals regarding them and submitting them to the competent authorities.
  3. Boosting dialogue with the relevant authorities.
  4. Contributing to the knowledge and information modernisation of the federation.
  5. Contributing to the knowledge and information modernisation of the federation.
  6. Contributing to the knowledge and information modernisation of the federation.
  7. Highlighting the environmental, moral and social roles of the private sector.
  8. Making the public aware of the positive and negative effects of globalisation.
  9. Making the business sector aware of the importance of entering the world of economic blocs and mergers.
 
   
The federation’s legal advisor shall be in charge of this administration which aims at providing its significant and vital services to the federation’s members.
The administration shall continuously work for developing the services of guidance, orientation and consultation, apart from providing its specialised services in settling commercial disputes at local, Arab and international levels in addition to preparing the necessary studies and legal translation.
Main Tasks:
  1. Reviewing the federation’s systems and regulations in line with the developments taking place in the UAE and the outside world, particularly in terms of economic blocs and mergers.
  2. Reviewing the system of the chambers operating under the federation’s umbrella in line with the requirements of the coming stage.
  3. Proposing systems for the various economic activities.
  4. Co-ordinating with the federation’s media section for encouraging and spreading economic (commercial-industrial) and legal awareness for coping with the changes taking place at international level.
  5. Co-ordinating with the Commercial Arbitration Committee in all internal and external disputes.
 
   
The director of the Administrative and Financial Affairs shall be in charge of this administration which shall practise its general and effective field of specialisation in all of the federation’s activities through its three sections and various divisions.
The administration is also in charge of training, developing, describing and classifying the federation’s job cadres in terms of skills and academic qualifications in line with the federation’s requirements at present and in future.
This shall be done through giving the administration the authority to attract and appoint staff having proper academic and technical qualifications and skills regardless of the financial and material capabilities which may basically face the federation’s work with the aim of speeding the development and streamlining the federation’s work as much as possible.
This is apart from the administration’s responsibility in organising the federation’s financial activity though preparing the plans related to budgets, revision of budgets and completing all transactions and matters in this connection and in all of the federation’s activities of work.
Main Tasks:
  1. Providing major substantial support to all of the federation’s administrations in achieving the federation’s future visions.
  2. Strengthening the federation’s administrative body through attracting the qualified cadres.
  3. Introducing the necessary new administrations, particularly (the Chambers Affairs Administration and the Training and Development Centre).

  5. Adopting decentralisation, transparency, openness and creativity in the work of administrations.
  6. Working out an effective financial and accountancy system in line with the latest developments so as to contribute to increasing the federation’s revenues and minimising spending.
